Driving under the influence (DUI) affects far more than just the driver or their immediate victims. It leaves lasting trauma for first responders, families, and entire communities. The consequences—ranging from loss of life and serious injury to emotional and financial hardship—can’t be measured. DUI Victim Impact Panels offer offenders a powerful, real-world perspective by hearing directly from those affected, helping them understand the true cost of impaired driving.

Meet Our Team

Terema Carlin

Executive Director

Over the years, Terema has held a variety of roles at both the Idaho Correctional Institution–Orofino (ICIO) and the North Idaho Correctional Institution, including Correctional Officer, Correctional Sergeant, Correctional Case Manager, Program Manager, Deputy Warden, and now Warden. She is currently in her 15th year serving as Warden at ICIO. She is deeply committed to creating a trauma-informed environment where both staff and residents feel valued, empowered, and supported. Outside of her professional life, she is a wife of 29 years to an amazing husband and the proud mother of two incredible adult sons. It is her passion and privilege to give back to the community and help create light in places that have long been defined by darkness.

Norm Embry

Vice Chair

Norman Embry is the Problem-Solving Court Manager for Idaho’s Second Judicial District. Before his time as the District Manager, he served as the Drug and Mental Health Court Coordinator in Latah County, and at the Idaho Department of Corrections. Norman enjoys calling the Palouse home with his beautiful wife and daughter.

Shane Anderson

Chair

Shane is the Operations Captain for the Latah County Sheriff’s Office where he has worked since 2010.   Before his time in Law Enforcement, Shane served in the US Marine Corps and was deployed to Iraq in 2009.   Shane has served in various instructor roles and specialty positions while at Latah County.   Shane is originally from Walla Walla and enjoys calling Moscow home along with his amazing wife and 2 wonderful boys.  

Jimmy Bulger

Treasurer

Jimmy Bulger is a recent graduate of the University of Idaho and plans to attend law school in the near future. He has a strong interest in the law and the way it influences people’s lives. In his free time, he enjoys golfing and woodworking. Jimmy and his wife are expecting their first child, a baby girl, in August. He became involved with the Victim Impact Panel project because he believes DUI education is especially important in a college town, where poor decisions can have serious, lasting consequences.

Kelsi Banta

Secretary

Kelsi Banta is a Probation Officer with Latah County, bringing nearly a decade of experience in community supervision. She began her career with the Idaho Department of Correction in 2016, and transitioned to Latah County in 2022, where she continues to support accountability, rehabilitation, and public safety. Kelsi is committed to fostering positive change within the community through fair and consistent supervision practices. Outside of work, she enjoys spending time with her family and friends and exploring the outdoors.
